After governments around the world began declassifying top secret UFO files that had been locked away for decades, scientists who study the possibility of contact with non human intelligence sat down and created a formal protocol. A set of rules for exactly what humanity should do if contact with an unknown intelligence is ever made or confirmed.
The most important instruction in that protocol is that no reply should be sent. Not by one country. Not by one scientist. Not by anyone acting alone. Before a single word or signal is sent back in response to any form of contact, the entire planet needs to agree on what that response should be.
