He believes they have been actively trying to help us evolve since the early 1940s through the early 1950s.
They just want us to be able to achieve Ascension like they did, which is the mental state of transcending through realities, to the point where we can jump from one plane of existence to another with relative ease. Doing this is not easy, as it requires an absurd amount of mental training.
